As the title suggests, the gang finds a baby boy (voiced by Vander Pyl but not shown until near the end) in a basket and look after him until Officer Dibble takes him away.  Some things of note:

• T.C. names the baby Charlie, after Officer Dibble;
• Dibble's cousin Pedro AKA Patrick donates a pizza;
• Benny claims to be an orphan, despite the fact that he's the spitting image of his still living mother;
• and Choo Choo has a sister who's a mother, so he knows how to change diapers.
