I might've gone with a C+ on this but the writing (by Harvey Bullock this time) is sloppy, especially in the characterization of the horse (who doesn't seem able to talk).  The horse is referred to as both male and female, while, more crucially for the plot, it's set up that he/she/it runs really fast whenever a whistle blows, and yet this is randomly changed to a bell during the derby.

Hal Smith, another voice '60s TV viewers would recognize, is the Racetrack Announcer.
