I don't know if it's the voice acting of Gosfield and Benaderet (another Flintstones moonlighter), but I actually found this episode as sweet as it's supposed to be.  For once, Top Cat is breaking the law not to annoy Officer Dibble or to make money but to help a friend.  And, yes, I love the idea that they get away with passing Benny off as the Mayor of New York.  Still, I won't go higher on the grade because I didn't find the episode that funny.  Note that Choo Choo doesn't mention unmentionables by name, but it's still another naughty moment for the show.
