I found this story, written by Tom Ruegger and adapted into a screenplay by Jules Dennis and Richard Mueller (actually the fourth of their scripts to air), creepy and nonsensical. It's not just that the villain, the Sewer King, is creepy, running some sort of literally underground child labor company, but even Batman picking up one of the kids and taking him home was a little creepy. And the SK has trained the kids to fear sunshine, but they get over that in a few seconds. Also, it's unclear if the kids have anywhere to go once they're freed. Frank Paur directed for one of sixteen times.
