Yes, I'm giving this the same grade as Hogan's Heroes, despite being a British homefront drama (set in '40 rather than '42). Some of the acting is shockingly bad and I didn't like any of the characters I saw in the first quarter hour, except for Jumper Lady (Ruth Gemmell I think). To balance that, the scenery is of course nice. Note that Samantha Bond, who plays Frances Barden, was Lady Rosamund on Downton Abbey.
