This is something I remember watching a bit of, maybe on Nickelodeon, a few years later. It is very '80s in look and sound, and, yes, it fits all those genres, although the romances are very chaste, and the drama seems like it could be resolved in five minutes if people communicated better. I might've gone with a C+ or higher but the music was pretty bland, and I say that as someone who actually enjoys the musical cartoon shows of the '70s, like Josie & the Pussycats and The Pebbles & Bamm-Bamm Show.
