Maybe the creepy cop is the killer, or maybe it's the obsessive pet-shop guy that Stephen's wife has been having an affair with.  Or maybe it's Stephen's apparently even weirder cousin.  Stephen thinks it might be himself but probably isn't, so he's somehow suspect, detective, and audience in this mystery, finding important clues in the final scene.
