This reminded me a little of The Streets of San Francisco, in that there's an older and younger cop pair, although much of the quarter hour I watched was about a pair of crooks. And it's much more slow-moving than SofSF.
Tom Clegg directed and thirty years later would do Sharpe's Challenge.
