I found this premiere slow-moving, not just in that not much happens-- maid meets rich guy and he buys her a handkerchief, with flashbacks in the middle-- but also in the sense that everyone and everything moves slowly, including a man running, a squirrel climbing a tree, and a hat falling to the ground.  I think the character design is a little bland, although the buildings and scenery are nice.  I might've gone with a C, but it didn't feel "Victorian" to me, with Emma telling William (the rich guy) on the first day they meet that he seems tense, and him later offering to buy her new spectacles.
